R&M has supported Tetra Tech EM Inc., a prime Navy contractor, in various investigation and remedial action projects at closing and active Navy installations in California. These assignments have involved more than 60 contract task orders covering a broad range of activities that fall into the following categories:
- Site characterization using "push-type" and drilling technologies for collection of soil and groundwater samples
- Installation, development, sampling, inspection, and repair of groundwater monitoring wells
- Well abandonment
- Quarterly and base-wide groundwater monitoring
- Soil gas investigations
- Confirmation sampling in support of removal actions (e.g., removal of deactivated or leaking fuel pipelines, USTs, and dry wells)
- Lead and asbestos surveys and sampling
- Remedial construction oversight
- Excavation and paving services
- Storm drain inspection and confirmation
- Electronic formatting of data and database management

Many work plans; health and safety plans, price schedules, and a variety of project reports have been prepared as part of the many of the individual task orders.
This large IDIQ, task order type program has involved multiple assignments with concurrent or overlapping schedules. Several projects required quick turn-around response (e.g., emergency groundwater level measurement and sampling at Hunters Point Shipyard following a landfill fire) or had to be performed under stringent schedules (e.g., soil sampling adjacent to an active transformer that could only be removed from service a few hours at night). Some assignments (e.g., investigations and removal actions at active airports) required extensive advance planning and coordination with a range of agencies, organizations, and departments. R&M was able to function with adequate flexibility to deal with "surprises" and unanticipated situations during field activities. For example, in connection with one assignment, plans had been developed and permits had been secured for removal of an underground storage tank near Hangar 2 at Moffett Field; this "UST", however, turned out to be an old vault with various pipes (some under pressure) of unknown origns and termination points. This required considerable amount of investigative work before new plans could be developed to deal with the situation.
