All Federal agencies can contract with R&M for the following professional services under the indicated GSA Special Item Numbers (SIN)/Schedules:
SIN 899-2: Environmental Compliance Services. Specific compliance services provided under this SIN include:
  • Securing required environmental permits from and negotiating permit conditions with regulatory agencies.
  • Preparing reports and documents required by regulatory agencies (e.g., spill prevention/control and countermeasure plans, hazardous waste management plans, and storm water pollution prevention plans).
  • Performing environmental compliance audits and providing compliance assistance to regulated community in addressing audits' findings and notices of violation.
  • Reviewing and commenting on proposed environmental regulations to ensure future regulations would not unduly impact the regulated facilities and are cost effective.
SIN 899-4: Waste Management Services and Software. Examples of services that R&M offers under this SIN include the following:
  • Conducting pollution prevention, water conservation, and waste minimization surveys (including in-plant waste/process stream characterization) and developing programs that allow maximum resource utilization and byproduct recovery and reduce water and energy use and waste generation.
  • Assessment of alternate technologies, equipment and processes that enhance environmental protection, resource conservation, and occupational health and safety.
SIN 899-8: Remediation Services. Many of the projects that R&M has performed over the past 10 years have been of remediation services nature. Each project has involved many of the tasks covered under this SIN. Examples of services that R&M offers under this SIN are as follows:
  • Investigation and remediation of soil and groundwater contamination resulting from fuel or solvent releases, including program planning, implementation, and implementation oversight. Specific areas of expertise and service include the following:
    • Subsurface soil and groundwater characterization, using state-of-the-art technologies such as push-type intrusive equipment for soil and groundwater sampling and characterization.
    • Installation, development, and sampling of groundwater monitoring wells.
    • In-situ and ex-situ treatment of contaminated soil and groundwater using conventional as well as innovative technologies such as in-situ chemical and biological remediation and soil vapor extraction.
    • Treatibility studies; technical and economic assessment of new treatment systems and technologies; and expert testimony.
  • Operation and maintenance of investigation and remediation systems such as groundwater monitoring wells, product recovery units, and systems for treatment of contaminated soil and groundwater.
  • Repair and improvement to public work projects such as flood-control levees and dams, including rehabilitation of pressure relief wells and installation of the state-of-the-art pressure relief and erosion control systems.
  • Management of underground and aboveground storage tanks, including removal, monitoring, and installation.
  • Environmental assessment to support property transactions.
  • Hydrogeological and contaminant transport modeling.
  • Management and oversight of remedial construction, as well as a wide range of construction services provided through a network of support contractors with California and DOT Hazardous Material Transportation Permit, heavy construction equipment, and fully trained equipment operators.

US Army Corps of Engineers, Sacramento District Indefinite Delivery Indefinite Quantity (IDIQ) Contract No. DACW05-03-D-0003 for Drilling and Sampling Services


This contract provides a convenient vehicle for the US Army Corps of Engineers, Sacramento District and its customers to secure the following categories of services from R&M:
  • Rock core drilling and sampling using wire line or conventional, diamond-impregnated drill bits.
  • Soil sampling using standard penetrometers and other split barrel samplers.
  • Undisturbed soil sampling using Shelby push tubes and Pitcher barrels with Pitcher tubes.
  • Test-pit excavations using backhoes and trackhoes.
  • Cone Penetrometer testing (CPTs) and associated tests using the Cone Penetrometer.
  • Piezometer and inclinometer installations.
  • Hydraulic pressure testing (water pressure testing) associated with rock drilling.
  • Observation well installation and development.
  • Aquifer pump testing and permeability testing).
  • Percolation tests.
  • Preparation of drill logs and trench and test-pit logs.
  • Videotaping and/or rehabilitation of drains, relief wells, and instrumentations.
  • Services of registered geologists or geotechnical engineers.

US Army Corps of Engineers, Sacramento District Indefinite Delivery Indefinite Quantity (IDIQ) Contract No. W91238-04-D-0011 for A/E Services


This contract, which is with a Joint Venture of R&M and Burleson Consulting (Folsom, CA), allows the US Army Corps of Engineers, Sacramento District and its customers to secure the architect-engineering (A/E) and related support services for site investigation, planning, engineering studies, concept design, and final design, in support of hazardous, toxic, and radioactive waste (HTRW) management and National Environmental Policy Act (NEPA) compliance projects. The contract supports projects primarily within the South Pacific Division (SPD) Military and Civil Works boundaries. Military boundaries for SPD include California, Arizona, Nevada, and Utah, while the Civil boundaries include California, Oregon, Nevada, Utah, Arizona, Wyoming, and Colorado.
